Improve placement of "Auto update frequency" in SCORM settings

      check to make sure the setting "auto update frequency" appears under the file manager instead of above it.

    Description

      As discussed in MDL-41434, it seems to make more sense to have the setting "Auto update frequency" placed underneath the File Manager rather than above it.

      This follows a recent change.
