Course reset does not remove grades and student enrollment

The course reset function is not working correctly to remove enrollments or grades in Moodle 2.4. Other activities/resources reset functions are working correctly including Assignments, Quizzes, etc. The attempts/data/files are removed from those.

Steps:
1. Go to Course Reset in a Course
2. In the Roles section, highlight the student role in the Unenroll users listbox, and check the Delete all local role assignments checkbox
3. In the Gradebook section, check the Delete all grades checkbox
4. Click the Reset course button

What is expected:
Users removed from student role, and all grades removed from gradebook

What actually happens:
Users are not removed from course role assignment, and grades are not removed from gradebook
