General backup defaults FORCE the setting rather than make it optional

    Description

      1. Go to Home / Site administration / Courses / Backups / General backup defaults
      2. Disable activities from the default backup settings
      3. Go to a course with activities
      4. Backup the coruse
      5. Tick the 'include the activities' setting and continue

      EXPECTED RESULT:
      At the next stage activities should be able to be chosen to become included in the backup.

      ACTUAL RESULT:
      The activities are able not able to be backed up and are forced off due to unmet depdendencies.
