MDL-41713 implements the new toolbar styles for the Atto text editor. The edit pdf feature also has a toolbar that will match this style. Without also changing the other toolbars in Moodle - we will end up with a hodge podge.

The file manager is particularly important as it is often shown in the same form as the text editor.
