    Description

      SCORM doesn't work with Javascript disabled - if Javascript is disabled the SCORM package still runs but will never save grade information.

      We added a setting in MDL-28110 called "forcejavascript" which was enabled by default on fresh installs but for many older installs this was not set.

      Especially as we now have a new policy that says we don't need a non-javascript fallback (MDL-41535) this setting makes no sense and we should just force javascript for everyone and remove the setting.
