In Moodle 2.2 there was a setting under Administration->Appearance->Navigation for 'Link Course Sections' navlinkcoursesections , which would turn the sections in the Navigation block into links to the section.
That option was removed in 2.3, an in MDL-34424 it was noted that this was removed, since the setting is now always turned on.

However this is not working in Moodle 2.4 and 2.5, therefore I believe it to be a regression bug.

Testing instructions: Have a Topic/Weekly course with a lot of content. Generate Navigation for everything. If you click on the Topic # in Navigation block, you should jump down directly to that Topic (instead, content simply expands in navigation and you stay on top of the course interface).
