Testing Instructions:
1. Using Standard theme TEST that when hovering over activities and labels, in frontpage site topic or course pages, that they do not show a light grey background.

Description

The hover was added to frontpage and course activity links to make it easy for users to identify editing icons and checkboxes, however this has become a nightmare of a situation especially when it highlights whole sections of activities because of the way such things are coded.
