Don't trigger meta enrolment sync on course settings change

    Description

      When you save course settings, each enrol instances plugin execute their own "course_updated" function.

      On our plateform, it creates huge loads, especially for "enrol_meta_plugin".

      We don't see why this function is executed because course settings page doesn't affect enrolments.

      Also, meta link source code got some comment about cohorts plugin. Maybe a wrong copy/paste ?
