      Problems:

      • use of $CFG->noemailever in unit tests
      • badges is abusing $CFG->noemailever - fatal moodle_url attachment error is hidden by that
      • we should give better warnings in tests about redirection of emails and messages
      • we should not rely on $CFG->noemailever for prevention of sending messages from unit tests
