      1. Log in as an admin
      2. Browse to course management interface.
      3. Observe the way category checkboxes are highlighted and that highlighting extends to the bulk actions.
      4. Move a category and check it still displays correctly
      5. Do it both for both standard and clean themes.

      The styling of the category actions is very unclear. It looks like the dropdowns are totally unrelated to the tickboxes above.
