Testing Instructions:
1. Run the behat test suite with '@core_group' tag specified (will be done automatically by integration server)
2. Review the new behat features and make sure they follow instructions in linked MDLQA tests

There are multiple MDLQA that checks those basic group features. We can wrap them all in a single feature.

This issue should be backported to 2.5
