Hiding course blogs link if blogs are disabled in the platform

      Even if blogs are disabled, the link "Course blogs" is still available in the navigation blog under "Partecipants". Clicking on the link, we get the following error message: Blogging is disabled!

      It would be nice if the link wouldn't be available.
