      1. Using the standard theme or any theme based upon it.
      2. Log in as admin
      3. Turn on editing
      4. Click to toggle a blocks action menu.
      5. Ensure it is completely visible.
      6. Collapse the block so that you only see its title and try again.
      7. Resize your browser small and try once more.
