There is a scorm zip to test with here https://moodle.org/mod/forum/discuss.php?d=154325 Turn on activity completion at the site and course level. Make sure Default completion tracking is set to activity default In a course (editing on), drag the zip to add it to the course. Select SCORM in the popup. Go into the new actives settings, and make sure that the completion tracking is set to Students can mark manually. Back in the admin setting, change Default completion tracking to Do not indicate. Go back to the course and upload the zip again, as above. Go into the new activities setting and verify that completion tracking is set to Do not indicate.
