      1. As admin, create course as default
      2. get rid of news forum
      3. add url resource with URL (set to open)
      4. change to single activity format and change to URL once page refreshes itself
      5. add teacher account in enrolled users (this account does not have category or site course creator role)
      6. Create a user who can edit the course but can not edit activity
      7. add a student
      8. log in as teacher
      9. navigate to course link - make sure you can proceed to edit activity page before page redirects
      10. log in as user who can edit the course
      11. navigate to course link - make sure you can proceed to edit course page before page redirects
      12. log in as a student
      13. navigate to course link - make sure you are redirected without delays
      14. Log in as admin and remove this course because it just makes no sense

    Description

      When a teacher in a single course format course which uses a URL resource, wants to change the URL, they can't because they cannot enter the course because of the redirect and they can't change the course to another course format as the category page does not have "turn editing on facility".

      Shouldn't the category page need the editing button and if the teacher is a teacher in a specific course or courses, then editing icons should appear just for those courses
