The new dropdowns used on the blocks and the course page and the course management page look inconsistent with the existing dropdown on the custom menu from bootstrap. I would be great to see it consistent rather than introducing new styles

To make it consitent

1. remove border-radius on highlight
2. decrease the highlight height
3. add padding to the top and bottom of the dropdown
4. decrease and lighten dropshadow
