Testing is covered by extending existing Behat test grading_status.feature.

Manual testing steps (test using both clean and boost):

As Admin, create a Course and Assignment with:

Submission Type: Online text

As Student, access Course and Assignment make a submission

As Teacher:

Grade the Student's submission.

Go back to the Assignment's View all submissions page, and should see

Status message: "Graded"

Last modified (submission) time < Last modified (grade) time

As the same Student, access Course and Assignment make another submission (edit the existing submission).

As Teacher:

Go to the Assignment's View all submissions page, and should see:

Status message: "Graded - follow up submission received"

Last modified (submission) time > Last modified (grade) time**

Mark the submission again, and should see:

Status message: "Graded"

Last modified (submission) time < Last modified (grade) time

Description

When an assignment has no cut off date set. If a student has submitted the assignment and the teacher has graded it. If the student submits the assignment again then the Grading Summary will show an additional item "Needs grading". When the teacher views the submissions the only indication which item needs grading again is the "Last modified (submission)" column being more recent then the "Last modified (grade)" column.

My thought is to highlight the Last Modified columns red if the submission is more recent than the grade as a quick fix. A more appropriate fix would be to reevaluate the graded versus needs grading statuses or define a needs re-grading status.
