emailstop option non functionnal

    Description

      We have existing users with invalid emails. To avoid receiving lots of returned emails signaling email doesn't exists, we (has Admin) change there profil, to check "emailstop" (aka "disableall") option.

      But emails are still send to the emails, with Forum posts...

      We have this problem on sites with 2.4.7 and 2.5.3.
