Self registration does not use site language setting

      1. Visit <yoursite>/admin/tool/langimport/index.php and install a new language pack.
      2. Visit <yoursite>/admin/settings.php?section=langsettings and set the 'Default language' to the one you installed.
      3. Visit <yoursite>/admin/settings.php?section=manageauths and set 'Self registration' to 'Email-based self-registration'.
      4. Register as a new user on your site.
      5. Log in using that user and check their profile and ensure the 'Preferred language' is set to the site wide setting.

      Description

      1. Visit <yoursite>/admin/tool/langimport/index.php and install a new language pack.
      2. Visit <yoursite>/admin/settings.php?section=langsettings and set the 'Default language' to the one you installed.
      3. Visit <yoursite>/admin/settings.php?section=manageauths and set 'Self registration' to 'Email-based self-registration'.
      4. Register as a new user on your site.
      5. Log in using that user and notice that the user setting 'lang' is set to 'English' (which is the database default), rather than the site language setting.
