YUI: yui_combo.php STILL triggers 404 error on IIS servers (part 3)

      Description

      This is basically MDL-38796 on Windows 7 x64, IIS 7.5. Configuration is pretty much out-of-the-box. PHP 5.3.27.

      The fix suggested in MDL-38796 works. Similar suggestion is also here: http://wordpress.org/support/topic/in-correct-_serverrequest_uri-on-iis7-fastcgi

      yui_combo.php returns 404 with error message:
      "Unsupported server - query string can not be determined, try disabling YUI combo loading in admin settings."

      server variables:
      $_SERVER['REQUEST_URI']: NULL

      Additional problem in Moodle 2.5x is that this is after clean install, the default theme is dependent on YUI and it is not possible to even access admin settings via menu in Moodle.
