Initialise assignment due time to just before midnight (23:55)

      Description

      This is a feature request, which I get from time to time by teachers, They ask to have the default assignment due time set for 23:55 and not the current time or 00:00 (on a later date).

      Maybe even enable the administrator to set it up, globally.
