[MDL-43118] Move all the current Moodle Mobile settings from Plugins -> Webservices to a new Admin Plugin - Moodle Tracker

Testing Instructions:

In your local site, enable Mobile access in Administration / Plugins / Web Services / Mobile

Open the Moodle Mobile app and check that you can connect to the site

Logout of the site in the Mobile app (Change site option) and remove the site in the app (using the pencil icon in the sites page)

Now, in the site disable Mobile access

Try to log in with the app to the site, you will receive an error that you cannot login
