Visit <yoursite>/admin/mnet/access_control.php

Enter any username in the form, select 'All hosts' as the 'Remote hosts' and 'Deny' for the 'Access control'.

On the next page click on the link 'Allow' next to 'Deny' for that user.

Check that the string displays correctly (ignore any warnings about the redirect as this will be fixed in ~~MDL-43140~~)
