Add admin_bookmark block on frontpage

Go to Site administration -> Users -> Accounts -> Browse list of users

Click "Bookmark this page" in admin_bookmark block

Make sure you don't get any error

Go to frontpage and check admin_bookmark block and make sure it has link to "Browse list of users"

Go to Site administration -> Advanced features

Bookmark this page and ensure it gets bookmarked in admin_bookmark block.

Go to Site administration -> Users -> Accounts -> Browse list of users

Click "Unbookmark this page" in admin_bookmark block and make sure it doesn't appear in admin bookmark block.

Discovered when going to update http://docs.moodle.org/en/Admin_bookmarks_block - there do not appear to be any admin pages which can be added to the bookmarks block, not even the ones suggested in the docs or in the (resolved) tracker issue ~~MDL-25999~~
