Capabilities/block/admin_bookmarks:addinstance and Capabilities/block/admin_bookmarks:myaddinstance don't do anything

      1. Login as editing teacher
      2. Go to course
      3. Turn editing on and make sure you can see Admin bookmark block in "Add a block" options
      4. Place admin bookmark.
      5. Go to "Site administration -> Users -> Permissions -> Define roles"
      6. Make sure you should see admin bookmark block. (Only possible after MDL-43521 fix)
      7. Add this page as bookmark and go back to course and make sure bookmark appears.

      Description

      Hoping to be proven mistaken on this, but when investigating MDL-43521 it appears that teachers cannot add the admin bookmarks block as suggested by these capabilities (even when set to "allow" for teachers and authenticated users.) The block doesn't appear in the list of available blocks.
