Display outcomes from the rubric on the assignment setting page

After setting up a rubric and associating rubric items with outcomes, if the user returns to the assignment settings page, we could inform them of what outcomes were used. This is to make it easy to synchronize the assignment and the rubric outcomes.

Note that we can't necessarily simply automatically synchronize them as a teacher may decide that a particular outcome is included in the rubric but is not sufficiently covered so should not be associated with the assignment.
