TCPDF errors prevent access to grading - should just be warnings.

      Login as a student and upload the attached test file as an assignment submission.
      Login as a teacher and grade the student.
      Verify - the single grade page for the student loads without a fatal error.
      You can add annotations to the pdf and save the grade.

      Description

      We have multi function printers that have been used to scan handwritten work (maths formulas) and then email this work to a tutor.
      The tutor has then uploaded it into a moodle assignment so that all the work is collected into one place and can be graded.

      when they go to grade the work they get:

      TCPDF ERROR: This document (/var/moodledata/temp/assignfeedback_editpdf/dst-11aeb3ac549e0e867969626cb1efc812aac4dd9b.pdf) probably uses a compression technique which is not supported by the free parser shipped with FPDI.

      Whilst I understand that the pdf marker won't work with this pdf as it is a picture rather than text there should be some kind of fall back option.
