Make Clean as the default theme in 2.7.

      Install a new site using the web installer. Clean should be used throughout the installation process and by the freshly installed site.

      1/ delete or rename /config.php
      2/ go through installer that creates the config.php - verify it looks consistent with already installed site and there are no JS and CSS issues
      3/ continue site installation to admin/index.php

      Please check the linked regressions for issues that exist to be fixed after this lands before failing it.
