Log in as an admin Change to the clean theme Add a custom menu (use the example given there) Browse to the front page. Test that the custom menu works fine. Disable JS Test that the custom menu expands when you mouse over it. Note: that the styles don't exactly match when js id disabled, I see no need to fix this, I've chosen to focus on just getting a workable solution for this issue. I've done this because interfaces that work without JS aren't a requirement any more, and styling here would be adding an entirely secondary level of styles that would benefit very few people.
