It is a problem with some formatters, HTML and pretty (Damyon reported it) that I know, after ~~MDL-43423~~ we changed the way hooks are triggered and some formatters are not happy with it when managing ScenarioOutlines

is a regression caused by

MDL-43423 Steps with chains are not dispatching events before and after each of the chained steps
