Assignment opens up the "wrong" student grading form

      It is assumed that the tester will use 2 different browsers: one for the teacher's view, and another to modify the students' submissions.

      1. In browser A, create a test course with an assignment. Enroll at least two students.
      2. In browser B, login to course as Student 1. Submit the assignment.
      3. In browser A, access the assignment grading screen (View/grade all submissions), sorting the list by "Last modified (submission)"; ensure the just-submitted assignment by the student, Student 1, is on top.
      4. In browser B, login to the course as Student 2. Submit the assignment.
      5. Back in browser A, click on the "Grade" icon for the top-most student, Student 1.
      6. Ensure that you are grading the submission for Student 1: In the grade section, you will be "Grading student 1 out of 2" with a "Next" navigation button.
      7. Add a grade and save it
      8. Ensure that the grade is saved against Student 1.

      The wrong assignment grading screen is displayed for the teacher when an assignment is submitted by a student after the teacher displays the list of gradable assignments.

      This appears to be a re-occurrence of 36515. However, that tracker's duplicated 36509 error message does NOT appear.

      Steps to Reproduce:

      1. In browser A, create a test course with an assignment. Enroll at least two students.
      2. In browser B, login to course as Student 1. Submit the assignment.
      3. In browser A, access the assignment grading screen (View/grade all submissions), sorting the list by "Last modified (submission)"; insure the just-submitted student's assignment is on top.
      4. In browser B, login to the course as Student 2. Submit the assignment.
      5. Back in browser A, click on the "Grade" icon for the top-most student.
      6. Instead of the selected student (Student 1), you'll be grading the second student's assignment.
