Automate News forum QAs MDLQA-6 and MDLQA-7 (both related with course defaults)

    Description

      Both are related with the creation of a course and they can be added to course/tests/behat/max_number_sections.feature without adding an extra features.

      • By default, a new course contains a news forum in which only teachers can post and subscription is forced
      • By default, a new course contains a Latest News block which displays a specific number of recent discussions from the news forum
