Once IE9 is no longer supported install/css.php can have some custom CSS removed and our regular CSS files can be used

      Description

      See MDL-43839. IE9 limits on the amount of CSS it can handle meant that we needed to avoid our main CSS files during install and instead use some hard coded CSS.

      Once we no longer support IE9 we can review the CSS in install/css.php and include the main CSS file.
