Button ordering of add category/item in "Categories and items" gradebook section is incorrect

We have many teachers who create by accident a new category in the "Categories and items" section of the gradebook instead of a new item.

We find that the reason is because the first button is "Add category".

I think it should be more logic to place the more common first.
