Bootstrapbase: Admin setting validation messages are styled terribly unclearly

      To be tested on Theme More, and Theme Base

      1. Login as admin and navigate to the the following settings (do not use the search):
        • allowedip
        • gradepointmax
        • theme_more | linkcolor
        • frontpage shortname
      2. Enter bad data in the field and save.
      3. Make sure an error message appears next to the field
      4. Compare with the screenshot attached with this isuse and confirm that it's better.
      5. Repeat but this time search for the setting

      Steps to reproduce:

      1. Go to the atto toolbar settings
      2. Remove all toolbar config from editor_atto | toolbar
      3. Press save

      Expected results:
      The error in validation for the setting is clearly highlighted

      Actual results:
      The validation message looks like a title and is not clear at all
