Ideas that would make it easier to navigate with JAWS:
1. If the toolbar did not show/was collapsed by default so it can be skipped over instead of reading through four rows (25 tools just in the first 2 rows).
2. If there was a definition of a table that made it evident to the listener of where they were in the toolbar so the user can tab past the toolbar could also be helpful.
