JAWS screenreader issues in Fields with WYSIWYG Toolbar Open

      Description

      For example, when adding an entry to the Glossary, under the General section the Definition field has the editing toolbar expanded by default. The student I was working with was very confused and felt like she was "stuck" in the toolbar as JAWS reads all four rows of tools and she wanted to get past the toolbar to type in a definition and upload an attachment.

      Ideas that would make it easier to navigate with JAWS:
      1. If the toolbar did not show/was collapsed by default so it can be skipped over instead of reading through four rows (25 tools just in the first 2 rows).
      2. If there was a definition of a table that made it evident to the listener of where they were in the toolbar so the user can tab past the toolbar could also be helpful.
