Description

It looks like legacy code for uninstalling and updating language packs still deletes from $CFG->dirroot/lang.

We're adding lang packs to dirroot/lang and would like for them not to be deletable by the admin when using that interface. You likely won't be able to reproduce this because we've patched core_string_manager to allow pull lang packs from $CFG->dirroot/lang.
