IE10: A teacher can not drag and drop text to form a label or page

      On all supported browsers:

      1. As admin, Visit Settings > Development > Experimental > Experimental settings and ensure 'Drag and drop upload of text/links' is enabled.
      2. Select and copy some text from, for example, a word-processed document or webpage in another browser window.
      3. As a teacher on a course page, with the editing turned on, drag and drop the text into a section.
        • Confirm that you get prompted to upload the item
      4. Choose the first option and select upload
        • Confirm that it appears as text in the page
      5. Upload some other content (e.g. a PDF, an image, and a SCORM package)
        • Confirm that these upload as normal still

      While testing MDLQA-7096, it was observed that drag-n-drop text is not working on ie10.
      Works fine on rest of the browsers.

      Steps to reproduce:
      1. As admin, Visit Settings > Development > Experimental > Experimental settings and ensure 'Drag and drop upload of text/links' is enabled.
      2. Select and copy some text from, for example, a word-processed document or webpage in another browser window.
      3. As a teacher on a course page, with the editing turned on, drag and drop the text into a section.
      4. Nothing happens
