Password not marked as required when creating a new user

If you go to /user/editadvanced.php to create a new user notice that the password field doesn't have a red * next to it. This is in Clean. Not sure if it affects others themes.

If you try to save the user without a password the page reloads with "Required" next to the password field but still no red star.
