Broken link to plagiarism management page when plagiarism plugins disabled

      1. Click Site Admin > Advanced features and check that plagiarism plugins are disabled.
      2. Click Site Admin > Plugins > Plugin overview
      3. Scroll down to "Plagiarism prevention plugins" section. The heading "Plagiarism prevent plugins" should not be a link.
      4. Click Site Admin > Advanced features and enable plagiarism plugins.
      5. Click Site Admin > Plugins > Plugin overview
      6. Scroll down to "Plagiarism prevention plugins" section. The heading "Plagiarism prevent plugins" should now be a link. Clicking the link should take you to the plagiarism plugins management page.

      1. Click Site Admin > Plugins > Plugin overview
      2. Scroll down to "Plagiarism prevention plugins" section and click the section link.

      What should happen
