Testing Instructions:

Test in both Clean and Base. Test this with your test user's editor of choice set to Atto and also set to plain text area (the setting is in the user's profile).

If you go to Site Pages and Participants, click Select All and then Choose> Message at the bottom to send all a message. Check the following.

1) blocks are displayed.

2) the text box isn't skinny.

3) It doesn't say "message course users".

Then go into a course, go to participants, select some participants and choose "message". Check those 3 things again but #3 should say "message course users".

Description

If you go to Site Pages and Participants, click Select All and then Choose> Message at the bottom to send all a message. The resulting page has some issues.

1) no blocks.

2) the text box makes poor use of the available space.

3) It says "message course users" but we are not in a course.
