behat_field_manager::get_form_field_from_label() should return an ElementNotFoundException exception

      This is a regression caused by MDL-44619, if an element is not found then we look for filemanagers, if it is neither found the triggered exception is the filemanager not found instead of the ElementNotFoundException, which is generic for all field types and should be used rather than the filemanager-specific exception.
