Testing Instructions:
1. Purge all caches
2. Create an assignment.
3. Log in as a student and submit an assignment.
4. Add a comment after submitting.
5. Check that the submission date details include the year.

Comments were fixed in https://tracker.moodle.org/browse/MDL-41772. Individual comments show Day, Month and time created - but NOT year. It's very frustrating when database activity persists over multiple years.

I'm pretty sure this is consistent across versions.
