I've started a discussion here https://moodle.org/mod/forum/discuss.php?d=260108

When using the Admin tool Upload Users I am getting notices about activities being locked in the gradebook. The course I'm having issues with has three activities locked. I believe this only happens when enrolling a user into a course for the first time through the tool. If they are already enrolled and they are uploaded again you don't get any notices.
