Testing Instructions:
1. Navigate to Site Administration > Plugins> plugin overview
2. Locate the Mahara ePortfolio repository
3. Click on the uninstall link
4. Verify that the plugin is uninstalled successfully

Portfolio plugins cannot be uninstalled from Moodle using the Manage Plugins UI. If you install one from the plugins DB, there is no way to uninstall it.

To reproduce install any portfolio plugin (For example https://moodle.org/plugins/view.php?plugin=portfolio_evernote) and then navigate to Site Administration > Plugins> plugin overview and there will not be an uninstall link.
