Repository settings should move to user preferences page

    Description

      Repository settings are currently nestled in the Navigation block, under My profile. This isn't a good place for them, especially with a unified user preferences page being created; these settings should be more visible to the user.

      Once the user preferences page has been implemented, repository settings should be moved from their current location to that page.
