fullnamedisplay (Full name format) not working properly

Can't change name field order view through Administration -> Users -> Permissions -> User policies

Did what was told here:

Tried to do it like this "lastname firstname" and "lastname + firstname" Did not work.

Solved the problem by language configuration, finding the fullnamedisplay string and changing language pack default settings. Had to change it for every language manually (default language settings did not work also)

Maybe bring back the listed choices or change something about overriding or from where the data is read from? Maybe 2.6.2 and 2.6.1 versions are also affected by this.
