      Create a static form element within a Moodle form and confirm that there is no label for the element and what was the label has little to no change in look and feel.

      Create a static form element within a Moodle form and confirm that there is no label for the element and what was the label has little to no change in look and feel.

    Description

      When you create a static form element (such as the "Used" label when editing a grade scale) the label does not point to anything causing issues with accessibility (This issue is a clone of MDL-36010).

      My opinion is that label shouldn't be there (although the label styling should be applied).
