make sure unoconv is installed and working.
Create a new assignment with the following settings

      • submission settings, "attempts reopened" = "automatically until pass"
      • submission settings ,"maximum attempts" = "unlimited"
      • grade, "grade to pass" = "50"

Submit a file for a student by logging in as the student or using the "edit submission" link on the grading page.
As the teacher open the grading page for that submission, add some annotations to the pdf file generated, and assign a grade lower than the grade to pass set above. Save annotations and grade.
Log back in as the student (or use the "edit submission" link) and this should have opened a new attempt automatically (file manager shows empty) - submit a "new" file to the assignment (use a file with completely different content to make the issue obvious)

As the teacher, return to the grading page for that user and it will load the latest file (with no annotations) - in the bottom of the right-hand pane, select "view a different attempt" and selec the first attempt. The right hand pane will change to show the link to the original file and previous grade, The left hand pane with the pdf "should" load the annotations from the previous submission (but does not until this bug is fixed.)

When using edit pdf with multiple attempts, viewing the online feedback for a previous attempt shows the latest attempt feedback.
