IMS-CP doesn't handle container items (without resources) very well.

      1. Create an IMS-CP resource.
      2. Upload the attached package file.
      3. Save and display.
        1. The first item with a resource should be displayed ("Loch Katrine") - not the first item ("Group One").
        2. Items without resources ("Group One", "Group Two") are rendered as non-linked plain text.
        3. Clicking on the + or - beside "Group One" or "Group Two" toggles display of their sub-items.
        4. (For master only) Clicking on "Group One" or "Group Two" displays of that title and its sub-items as links in the content area.
          1. Clicking a content area link will load the relevant page.

      View a IM-CP which includes container/section items with no resources attached (i.e. without an "identifierref" attribute).

      Expected results

      1. The first item with a resource is displayed.
      2. Items without resources are rendered as non-linked plain text.
      3. Clicking on the item text toggles display of their sub-items.

      Actual results

      1. The first item is displayed - if it has no resource, no content is shown.
      2. Items without resources are rendered as links.
      3. Clicking on the item text does nothing.

      Definitely applies to 2.7, but probably also everything before, as I first dealt with it in 2.2.

      (This was originally reported as MDL-31812, but I didn't get around to verifying if it was still present before that issue was automatically closed.)
